I have thought about this decklist early this morning after waking up at 5:00am while thinking of a version of a mostly spells deck with direct damage and drain effects like Creeping Chill. A straightforward Surveil deck might not be enough so we go with the Izzet as the base color build. This opens to Lightning Strikes and other direct-to-the-dome spells that can finish off opponents. More importantly, adding Goblin Electromancers and Guttersnipes get you to the job faster. Here below is my first version of the deck.
