Playing on a budget is not impossible in the game of Magic: the Gathering. The tier one decks requires you to spend a lot on the card components, but there are still archetypes that don’t hurt the wallet. Here is a deck suggestion. Check out Simic Flash and the cost of each card in Php:

I based this list from the article regarding a Simic Flash that won a PTQ on MTGO. The deck strategy is basically play spells and creatures at your opponents’ turns. You can either counter their threats or Flash in your own. Fated Intervention is a good addition from the Theros Standard list which is a card advantage on its own. Bile Blight and Detention Sphere can be a nuisance but you can always counter them with Simic Charm.
Almost half of the cost is allotted on the U/GH dual land and Temple of Mystery which are the current mana fixers of the deck. You can just stick on the temples if your budget is not for the duals though I would suggest you get them later on for the deck’s best performance. In addition, Ravnica dual lands are good card investments and which the value does not deteriorate much in the future.
Most of the creature choices except from the two Rares can be acquired for free from fellow players, as well as the Simic Charms and Opportunity. At the least they cost at a very cheap price since they are not on the current popular cards in the format.
